Beijing development: The final phase of Beijing's new city plan is reported to include 11 new suburban towns for a total of 5.7 million people.

The plan which is said to include every new town being covered by a light rail transit system, is aimed at combating growing urban problems, among them the need to relieve densely populated downtown areas
