UK LTP Settlements:
The settlement under the local transport plan scheme for England have been announced. (Only light rail items shown) These are in three main groupings:
- Funding to be provided:
- Tyne and Wear - Track Dualling - GBP9.6m
This will double the track capacity of a section of the Metro network to provide more operational flexibility and timetable improvements.
- The following schemes have been accepted and will receive Government funds subject to some conditions:
- Manchester - Additional Metrolink Vehicles - GBP7m
Providing additional capacity on the two existing Metrolink lines to maintain patronage and accommodate potential growth.
- Wolverhampton Centre Access - GBP15m
Focussing on the development of a multi-modal interchange at Wolverhampton railway station, improving the integration of rail, metro and bus within the town centre.
- WM (Birmingham) - Metro Line Birmingham City Centre - GBP58.2m
A mainly street running route, extending from the current Metro Line 1 terminus through Birmingham City Centre to major new office and leisure developments with good integration possibilities with heavy rail, coach and city centre bus services.
- WM (Dudley) - Metro Line Wednesbury-Brierley Hill - GBP142m
Serving several economic development sites, the Merry Hill shopping Centre and the existing town centres of Dudley and Brierley Hill, considerably improving transport choice in the corridor and helping to tackle congestion.
Note: Costs shown are total costs rather than indication of Government contributions
- Schemes for which we do not yet have sufficient information to form a view. The Government is keen to work with the authorities concerned to assist them in completing the work necessary for each scheme to be evaluated by Government against New Approach to Appraisal (NATA) criteria.
- Leeds - SUPERTRAM
- Hull - HULL LIGHT RAPID TRANSIT
- Medway - WATERFRONT TRAMWAY
- Portsmouth/South Hampshire - SOUTH HAMPSHIRE RAPID TRANSIT
- Bristol/South Gloucestershire - BRISTOL/SOUTH GLOUCESTERSHIRE RAPID TRANSIT LINE 1
- Merseyside - PTE LIGHT RAPID TRANSIT LINE 1

While the items above are welcome it is particularly disappointing to see that the schemes for Leeds and Portsmouth/Hampshire are still in the third category after all this time. All the more so because of the inclusion of a number of busway schemes despite research indicating that these often do not give the best value for money. There are also a number of road schemes which environmental groups claim have not been properly appraised.
